Technologies such as artificial intelligence, big data, blockchain and the cloud present increasingly complicated cyber security vulnerabilities. Critical digital infrastructure is primarily owned and operated by the private sector, which means security measures can be inconsistent and unregulated. The rapid acceleration of cloud computing means all businesses and governments store their most sensitive information online. Thus cyber security has become a much-discussed pressing geopolitical issue.
With legislation like the Cyber Incident Notification Act in the US and the EU Directive on Security of Network and Information Systems, companies are mandated to disclose cyber attacks. Similar regulations need to be developed to protect infrastructure, as physical barriers shielding hospitals, energy supply networks and utilities are no longer sufficient. Universities are not even classified as strategically important knowledge infrastructure by many countries, leaving them even more vulnerable to attacks. Developing cyber resilience to protect these critical services is not straightforward and requires cooperation between the public and private sector.
